I've banned plenty of people who just randomly get to #1 overnight.

Plenty of people can have VAC Bans when they weren't even cheating (I've heard people say they got a VAC for playing around with L4D files or playing with modded COD clients)
E.G
has a VAC, and he's #2 on the server, doesn't mean he cheats.

I'm 100% sure he hacks, he's told me about it. But what I'm not sure about is f he is VAC banned on CSGO as there's no way you can tell. Judging by how he hasn't been online in a very long time probably means he has been banned on CSGO. The only games he plays is CSGO and Rocket League.
And it's not like you can ban him and remove his wins if some stranger (me) just tells you he hacks.
