Heart I don't know how hard this could be because i am not a programmer/computer intelligent, but my suggestion is:

Controlled mute

Basically a better priority talk, only 3 ppl (like BH) can talk. Selected from warden's menu and this includes ts and cts. Maybe it was scrapped because it was cancer, but someone also suggested a mute option. Plsadmins, make this happen.

The 'priority talk' isnt enough since some prisoners/guardsĀ need to talk but can't becauseĀ cancerous ppl spam mics.

This could be abused to mute younger less in-experienced players but it could work. I will go neutral for this one.
There is no easy way to handle this.

My personal thoughts:
- Warden should always be able to talk
- Guards should always be able to talk (to give any indirect orders)
- Any CT who micspams in any way is given mutes/swapped.

So if the above is carried out, CT chat should be nice and clean.
Now priority talk punishes normal T's who don't spam their mics but also mutes loud people.
We need a system where people who spam are muted and those who don't are allowed to talk.

Could be a combination of various things, some ideas:
- Only allow X amount of T's to talk at once, ie only 3-4 T's can talk at once
- If admins see particular T's spamming too much, they are muted individually

Other options:
- Allow users to vote to mute particular T's (although we are pretty anti-vote as it younger players etc can be muted unfairly).

- Maybe give people 'talk time'. Ie everybody can talk 'X' times within a time period. Once you used your time, you can no longer talk until you get more 'talk time'. This sounds kinda stupid though so I'm not sure how well it will work. Kinda acts like 'chat restrictions' in league of legends if anyone is familiar with that.

Useful for servers with many people to avoid having to completely disable voice.

Key Cvar :
sm_voiceamount_number 7 //

Could be slightly modified to allow warden + Guards to use mic at all times, Applies restrictions to X amount of T's speaking at once, You are able to set a Cooldown as well with, sm_voiceamount_mutetime 1.0 // Time for the temporal mute (1.0 = 1 second).

Only Problem i can see is that this could generate some Chat lag as it does its job unless you modify it again to only print to one player instead of everyone.
