My suggestion is that non-members should still be allowed to voice their opinions on senior member and admin applications. This is because a lot of people who are active on the forums and servers aren't members (myself included). Leaving non members out doesn't give a fair overall opinion.

this is why we cant allow it:
if you really wanted admin then why not just make a few extra accounts and give yourself some more +1's for extra chance.
this then makes people have to get member first before being able to vote so then this cheat cannot happen.
this can also happen if you really don't want someone to be admin and they make many accounts to -1 you.
