Considering people can't read or listen to others. I would suggest upon entering the abuse report section of the forums a box pops up on your screen with a nice message about irrelevant posting on abuse reports carefully outlining the rules.
Im pretty sure its simple to make

+1 would be annoying if every time you enter the abuse report it comes up but otherwise great idea. Maybe make it only happen to all forum ranks besides admin/staff.

he means that when you click post a pop up will be acting like a confirmation.

@"Cpt. Magikarp" what about a confirmation box when you go to reply to the thread saying something like "Please confirm that your reply is relevant to the abuse report, if your reply is irrelevant you will receive a forum warning"

-1 it has the red text right above where you type, people that are posting are just ignoring the warnings, adding another warning won't do anything
