As has been mentioned,
voice_scable 0 will turn microphones off.
voice_scale 0-1 will decrease/increase others to the assigned level. It's a float so voice_scale 0.5 would make people half as loud as before.
For the muting individuals, we have a plugin but it's incompatible with jailbreak atm. I'd advice clicking their name via the tab menu and blocking comms, where possible.
