Its about the score you get in a game. i.e if you get 10 kills and 20 score you wont rank up. But if you get 30 kills and 100 score you will

It does matter, if u have a bad score and u win, u will not receive much elo. And if u do really well in a game but u don't win, u will still gain some elo.
