Okay first off, PT doesn't mean shit in this case, the requirements state that you must have 40 hours on the server that you are applying on (in this case Jailbreak). He has 3.9x that (also note he had an account previously that has a VAC with a lot more pt).
Now my actual answer is going to be a +1, I was leaning more towards a neutral, but you have shown to be quite active lately and clearly know and enforce the rules, good luck.
