It looks like the wrong steam ID was given the perms (a non-existing steam id).
You should really notice sooner during the same month as ranked rewards should only be active during that month.
You can see the entries here:

Look at TID 953.
You have 1 month of VIP to redeem for surf for yourself.
If you redeem it the next time you don't get top 3 on surf by PM'ing me.
