The command to enable is spec_replay_enable 1
However I believe the way Killer replays are defined is by the gamemode. Currently I believe surf uses the "competitive" mode and 1v1 uses "Deathmatch" where killer replay is available in the "Casual" and "Demolition"

If it use the competitive mode how can I spec a player from other team?
