Also, i think the server would of just been unaccessible at that time, was it down? was there a cs update?

ye this happened for me once, I unplugged my modem and restarted the pc as the modem was booting back up and it worked fine after that,

UPDATE:
I followed the link that Forgotten has sent me https://steamcommunity.com/sharedfiles/filedetails/?id=294907357 and put +27007 in the launch options and it has worked ever since

I don't think the server has blocked you from the firewall.
If it was firewall related, you'd likely be unblocked soon within 24 hours without making any of the changes you made.
Anyway glad its fixed now.
