It's a pretty good idea, something like a minute mute would be good if you need to hear someone but don't want priority speak on. The guards can already just put on priority speak and hold their mic down so people can't talk, so I don't see how this could be abused any more.
Also another note is that the potential for fucking with people on jailbreak isn't increased dramatically by this, the fucker is still going to get banned if someone makes an abuse report.

Original idea rejected, that much power won't be given to wardens.
As for SLAM, it was somewhat blocked (although bypassable) by a really old plugin we were running which got removed a couple of months ago.
I've gone ahead and written a anti-SLAM plugin from scratch with no bypasses this time
