That can't be me, I never enforce rules anyway... I just break them... 

But in all seriousness, I've always followed D17's statement "including equal punishment for not following orders" meaning that if 2 people rebel in a similar way, I can't favouritise them and must either kill or forgive them both. Although if a different T rebels in a harsher way eg. manages to get a gun or kill a CT, I'm not forced to forgive them. 

The problems with this is that I'm always having to think back to everyone I forgave and compare what the other rebellers did, to the one that's asking for forgiveness now. And often if I make a mistake I always get little sprogs yelling freekill for favouritising a T. There's also the issue that if I forgive a T for rushing me, I'll often get T's rushing me to instantly say forgive expecting I'll be forced to forgive them. I'll forgive them at first so they don't complain but after 2 or 3 do it I'll just kill them and tell them "it doesn't work like that" but it gets very annoying when everyone yells favouritism and a rule change would be nice

I'm thinking that there could be two different types of "Rebelling", one called "Order Rebelling" and one called "Harmful Rebelling". (If anyone has any better ideas for names of these, please tell me.)

Order Rebelling would be if a T (typically a new player) accidentally moves when they are meant to be button frozen. Harmful Rebelling would be if a T damages or kills a CT or escapes cells, map games etc.

If a "Harmful" Rebeller asks for forgiveness as well as an "Order" Rebeller, the CT can choose to either forgive the Order Rebeller, or both of the rebellers.

I think it should be if a T kills a guard he cannot be forgiven at all, other prisoners that have done something else can be forgiven and Warden gets to chose who to forgive/not forgive.

Done, case closed, let's just move on with this thread and stop all the confusion.

I think your second option is better Byte it just makes more sense to me and would clear some confusion within players
