This person was quite obviously caught with hacks by everyone on the server. They were hacking and camping a lot.

You need to include some form of video evidence that shows proof that he is hacking. If you hadn't recorded proof of him hacking, you can use the server's demos instead. If you don't have definite evidence, then the hacker won't be punished and the thread will most likely be marked not abuse.
