The new ban guidelines say that the 1st offence for severe cheating is 3 months.
When people are banned automatically ( for example https://www.invexgaming.com.au/bans/index.php?p=banlist&advSearch=STEAM_1:0:436221396&advType=steamid&Submit ) they are perma banned. 
They should receive a 3-month ban and not a perm ban, but if it is their 3rd offence then it should be a perm ban.

neutral, cheaters deserve to be perma banned, but going by the Ban guidelines should be a must.

if they are smac'd and get auto unbanned after 3 months, no one's gonna know it happened. People who get smac'd have to make an unban request after 3 months so that there's a thread on forums documenting the ban.

If someone gets banned from an abuse report (not an automatic smac ban), they get auto unbanned after 3 months because now there's an abuse report forums documenting that ban

As Squidward mentioned, the ban is to get them to come on the forums and explain themselves.

Its more of an indefinite ban (rather than a true permanent ban).
Meaning it never expires but it can be set to the correct ban duration once they come on forums and appeal it.
Keep in mind depending on the type of auto ban (i.e. name spam vs bunny hop vs full spinbot) the RBD chosed by the admin will vary.
