Hate to ruin it but you can just go to https://steam.design/ and do it in 30 seconds. If you wanna take it further then go to the subreddit https://www.reddit.com/r/SteamArtworkProfiles/ and people will design a custom gif for your profile like mine http://steamcommunity.com/id/squidward01/
