Clarification and thoughts from everyone on jailbreak
If I say " One step out face the back of your cells and button freeze " and a guy jumps out of his cell and I kill him is that a freekill?

if they jetpack out and go really far out, fair enough kill them... if they jump out of their cell don't kill them

There is no measurement for a single step, (and if there is please tell me) obviously if they're walking out of their cells for more than a second or two then go ahead and shoot them.

You can't measure a step therefore you can't be Nazi with the 'one step out' command. As long as the person doesn't run half way across the room you can't kill them.
To answer your question, if he only jumped out of his cell then button froze and faced the back of his cell, then yes it was a freekill as he was complying with his orders.
