I have this problem as well, however only when I first open the game. If I alt-tab out, then back in, it fixes itself. It's odd.
How long have you had your pc for? When's the last time you cleaned it?

Those specs shouldn't be bottlenecking. And there's no way to fix bottlenecking, it's a hardware problem.

As Luke said, a good clean can improve air flow, electronics and because of this how well your PC runs. This is probably why some people find that their computer is better after they take it in for a service without upgrading it because the tech guys will clean it out. A paintbrush can be used for the motherboard whereas a. Air blower type thing an be used for the dust in the actual PC.
