The T's were ordered into skipping by Subroza, he clearly states that no Ct's have permission to start the skipping you see a group of 3 cts around the buttons Sto, Subroza and Lil Jawa, if you spectate Lil Jawa and put the demo speed to 1/4 you will clearly see right as his cross hair is over the button the skipping starts on the max speed resulting in a mass free kill of ~5 t's.

Can confirm this happened.
User has no prior CT bans or source bans so a small 30 minute CT ban will be given out as a small punishment as this looked intentional.
The admin team have concluded that this is abuse and will now take the appropriate course of action.
