I think it's safe to say that this person needs a very long ctban. His actions show it a lot. I can probably say that most of the admins/players of the jailbreak community have witnessed him do things wrong.
The demo file and report is here as of an incident today, where he left before I could ct-ban him. (leaving to avoid punishment)

I know Forgotten has slayed him before for baiting (correct me if I'm wrong) and does stuff wrong a lot of the time.
Anyone who has witnessed something from him can add to the thread (with evidence of course).

Ik im not a witness, but when Im on he is toxic and freekills a lot, refusing to slay.
