The bounty hunter plugin was active and running and detected the 40 kill streak:
L 05/08/2017 - 22:22:08: Player SOda (STEAM_1:1:195794454) attained 40 killstreak!
You had 2 other friends on at the time but they both were on your team.
However, when viewing the demo:

You switch to spec using !spec when you are low hp to avoid dying (example tick 200 000)
Switching to spec is meant to reset your bounty but using !spec is bypassing it, thus its an exploit.
For this reason the award won't be given out, the bounty hunter plugin will also be patched to fix this.
Also, credits will be reset (from 4355 to 0) for yet another plugin exploit.
This is the second time you've plugin exploited, removing your member and giving you a unappealable 2 week ban so the message sinks in.
Also limiting your forum account in the mean time.
