!vip doesn't work on 1v1, haven't tested on other servers, I have cl_disablehtmlmotd 0.

This is a known issue.
MOTD features are kinda broken right now.
The MOTD only remembers the last visited URL.
Waiting on Valve for the fix.

This has been fixed.
All chat commands now work once again, etc:
!vip
!gametracker
!homepage
!steamgroup
Furthermore, sm_web has been restored (admins only).
Example:
sm_web Byte "www.invexgaming.com.au/bans"
This last command is to be strictly used for admin related popups and very rarely at that.
