list of ctbanned people - Andi - 17-07-2017
add a command like !ctbanned or something, can be modified if wanted to.
so this command is gonna be similar to the !isbanned <name> command,
the difference is that this command is not telling the player the time left of the ban but giving them a list of people that are on the server that is ct banned.
can be very useful for players to see who's ct glitching if they are banned from ct. without checking up every single player with the !isbanned command.

It's a definite +1 if you could make it so we could see those CT banned that are active.
