yes needs urgent fixing / updating. Many players on combat surf come on and break rules then use the excuse of "oh I didnt know the rules because !rules isnt working". This is a common excuse used by players against the new rule that is being enforced by admins on combat surf (shooting as soon as you fall in jail), and is also used for certain telecamp rules.
It really needs an urgent fix
