if someone is muted they can join ct using !guard
if someone is ct banned they can be swapped by !swap

Seth Admin commands bypass the plugin. As for being unmuted on ct. thats a bug that bytes working on

Neither one of these are a bug.
You aren't prevented from joining CT if you have a mute on you. So you can join guard queue.
Admin commands can bypass the team balancer plugin, they should very rarely be used for good reasons or its admin abuse.
