Rounds 7 and 8 he didn't give any orders. Round 9 He freekilled me when I was button frozen facing my cell..

First of all thanks Saanta for adding the required info/evidence for this report.
MillionsOfPeach Please don't post incomplete reports in the future without demos or even a proper map name.
Also you got the rounds wrong, it was rounds 9, 10, 11.
Anyway, from what I saw:
Round 9: Seems like hatter joined CT, took warden and then didn't give any orders. Seems quite new to CT and just didn't know he was even warden I'm guessing.
Round 10: Took warden again, didn't get orders. When people started mass spamming/screaming Freeday and CT's abusing him you couldn't even hear what he was saying as he did use his mic multiple times but it the spam was too loud, especially by @"pepedoge."
Round 11: Here someone else takes Warden. Orders were one step out face the back off your cell. Some rebellers were killed but yeah he did freekill MillionsOfPeach. He looked like he was going to kill another person but stopped.
I think overall its a new player thing due to him having 360 mins T playtime and 73 mins CT playtime.
CT banned for 300 minutes while he learns the game more.
In the future you should all give new players a chance, he probably had no idea he took warden from the menu or what he was doing.
