If you don't know what the precache limit is, its basically something that limited how many models we could have in the game at once on our community servers.
The old limit was 1024 but this also included stuff from the game and maps so we've had issues with this for a long time, especially on surf.
So over the years we have had to cut down on trails, custom models, etc and even remove some maps like buck wild on surf to deal with the low precache limit.
The change from 1024 to 4096 means we can now add all the maps, trails, custom models we want without having to worry about anything!
This is especially nice since the last update pushed us to the limit on jailbreak on some maps (like lego).
So even though this took forever to arrive and was probably a 30 minute job, nice work Valve
