New Rules + JB Rules Plugin

Changes:

• There are new Jailbreak rules! Please check them out before hopping on the server.
  
• The delay on using the !rule plugin has been increased from 5 seconds to 10 seconds
  
• Admins can now check their CONSOLE to see which players are using the !rule command (to deal with spammers)
