How about we give it to only members+ to avoid spam. Maybe even do it pt based, while I do see that there still would be spam this might dilute it a bit. 
Furthermore, we could also put the notifications in a separate area eg. add a second admin area in discord and make the bot post there with something like "<NAME> Called for an admin - <REASON>". This allows admin to just mute the page so they dont get spammed with notifications if they don't want to. -
Also, if you dont want to program any of this you could also just limit someone to one call a map.

Sometimes admins have other stuff to do hence why they don’t respond

I don't see why not. New people probably don't have admins added on steam or have forum accounts.
