We could always play test this? (Like we are with suicide bomb plugin)
I can whip up a plugin with this functionality and we can tweak it out and test it.

So how did we want to proceed with this?
Do we want a plugin that does something if you are in jail for extended periods of time?
(Would take a bit to get all the coords for it etc for each map).

Can you design a plugin so that if a player hasn't moved X units from their coordinate they receive something?

Also following other suggestions to the thread. Make the punishment half-blind mode + beacon. That way it should spam chat too hard and the half-blind will force most players to move.
