Settings are locked

So, for the last 1-2 months or so, one of my CSGO settings have been locked on low, and I'm not liking it.
Just wondering if anyone has any clue how to fix it etc.

Even after changing it back, it still doesn't change anything, someone please help

I think there might be a start up command which you can use to set it as a defualt
