[JAILBREAK] Admins can hear dead mic spamming ts

This actually was a thing last renegade game I played. I think that admins should have a command or a bind that lets them hear death voice chat breifly or something along those 
lines or perhaps a single player if the admin is being informed they are mic spamming, so they don't have to kill themselves and re spawn to mute the player. Saves them having to 
go out of their way to mute someone I guess.

the command is typing !lsay <name> and listening to dead chat

There has been multiple incidents where a player asks in admin chat too mute a micspammer while the admin is alive, this would mean they don't have to die and that is a would be great to have.
