[COMBAT SURF] Add Timer For Votes

Whenever it has been 12 rounds have been played on surf a message is printed in chat saying something along the lines of "voting for new map in 5 seconds" and after 5 seconds are over the menu comes up on the screen to vote for a new map

when somebody types !voteevent on surf the vote immediately comes up without warning. This sometimes causes problems as while people are surfing and switch weapons for example they may vote for an event that they didn't intend on picking, this means that people have to type !revote in order to get the vote back up to vote for a different round but typing this can be pretty annoying especially while you are surfing.

So maybe we can get a message printed out in chat  or a timer of sorts for !voteevent as well so people get an indication of when the vote will appear so they don't accidentally choose an event they don't want to play

+1 this is easy(ish) to implement and very helpful as i am one of the players that accidentally votes when switching weapons lol

hmm yeah +1 i dont use number keys to swap weapons, i usually use q or scroll wheel but i can see how it would be annoying.
