Pretty much what Diam0nd and @"*Sausage" have said.
Yeah I mean I have been playing for a pretty long time now but I still remember playing ct, in the very beginning. I was hepatitis B. You can only learn so much playing as a T. I mean yeah it's annoying when they warden, but that's all the fun, the T's would have an easier chance to rebel and the warden will learn from his mistakes. I personally see no problem for someone with like 200pt to be a ct and try to be warden, as long as correct their mistakes.
Also: people with more playtime doesn't necessarily mean better CTing, I've seen people with 3000 pt and are worse than people with 250
