T's should be able to REBEL at any time. This means they can rebel at the start of the game, before LR, during LR and after LR. You can't expect a prisoner to follow the rules and this makes it more fun.
However, T's that rebel are rebelling and are thus KOS.
The fairness rule doesn't contradict anything. It just means you can't say "Okay we are doing a custom LR, I make this easy skill jump and you do the hard one, loser dies".
If a T cheats during LR by (for example) doing the most jump contest then knifing the CT in the back then they have just cheated/rebelled and are KOS! Any other CT can straight up shoot them or kill them on sight even if they start another LR. People seem to think that they can cheat and continue to LR and CT's can't do anything about it, this was never the case. Deamo has been trying to clear that up.
Now that you understand the rule we can talk about changing it or making it more clear.
Rule CT47 was added to make this rule clear.
Personally I like the fact that T's can rebel in LR's, it makes it so CT's always have to watch out for cheating T's and to kill them quickly after the T loses the LR etc. Obviously if theres only 1 T and 1 CT left then the T can pretty much guarantee a win by cheating after they lose but I still think I'd prefer that as opposed to forcing T's to not rebel during the LR stages.
