Umm, it's literally common sense.

Just give them time to set it up no need to rush them.

So once they've had ample time and you ask for special rules, if they don't give any is it fine to start?

you literally waited like 5 seconds for me to give rules, then you just came over and shot me

Which I may have been wrong about which is why I'm asking now. Common sense tells me that if they haven't given special rules in 10/15 seconds they don't intend to.
