[COMBAT SURF] Increase Speed Cap

I have increased the speed cap 3 times already this month alone. I don't think there is a real need for this and feel this helps differentiate us from them.
As you mentioned, it will also make it harder to kill people because they are moving so fast. Taking into consideration the tickrate and the maxvelocity, I personally don't think this is a good idea.
Will leave it open for other peoples comments though.
