[Jailbreak] Remove Warday

@"Nate" the warden would still have to pick "Vote for special day" as an option.
Its not going to remove the Wardens ability to pick whatever special day they want, it just allows them to let people to vote if they don't know what to pick. Also could add a 'Random special day option' too.

Also how are people finding round modifiers?
Are they ever used? Do people like them?
If they are useless and can't be improved, I might remove them.
