As for #1 I think that all cells, including VIP cells and island cells etc. be considered as a normal cell. Sometimes wardens forget to give orders to these cells or don't have time to give separate orders in the chaos of Jailbreak and apparently they get a free day, which I think needs to change.

And as for #2, as far as I'm concerned if a GUARD kills a T a special day cannot be started, but if a T is slain for being afk, or kills themself in anyway, then the special day can go on.
