It was discussed prior to this, and I think the idea was shut down due to the fact that surf isn't popular enough (well in au/nz) for the server to maintain itself, unlike all the other servers.
Also, if it were to be implemented (which I actually am all for) we'd need admins to monitor mic spam (a minor issue) or like abuse
