[JAILBREAK] New Players Joining CT Restriction Extension

I've discussed this before. It can't be too high as some new players already know how to play Jailbreak and only need a little amount of time to learn the rules.

The current T side playtime needed is 60 minutes.
I also agree it should be higher, I suggest it is changed to 180 minutes (or 3 hours).

What this does:
- Allows experienced players to learn our rules well before playing on CT side
- Stops smurfs/newbies/trolls from joining CT to mass freekill, especially on new accounts

Combined with CT bans, this should be ideal.
We will still have people who don't know how to CT after 3 hours of playing T side but that can be fixed with extra CT bans.
Thoughts on this change?
