A bit different than what you're on about but I think that CTs that have been on the longest should be the ones that get swapped.
e.g. A CT has been on CT since map change, a T swaps to CT from being top of queue, when Ts leave instead of it being random/the CT that was last swapped the CT that was first on gets swapped instead.
Imo it just lets people play more in different roles and can let the CTs roll over more frequently.
I'm tired and not bothered to reread so it might not be the most readable reply. c:
