Special Day Abuse Rule

What im thinking is we get rid of the choice of when to do it and make it so it give out a special day on certain days and the sever can vote 5 - 10 sec on what they want. i know this could solve what your thinking because they won't be in a row every time and we can cancel out if the special day has been picked 2 times. Let me know what you think
