The laser barely ever spawns. Also the Guntoss LR is suppose to stop you from picking up any deagle currently in an active LR. So by picking up the gun it is conisdered cheating if a winner has not been clearly decided therefor KOS.

Are you sure there's a plugin to stop you picking it up? I don't think I've ever seen a T not be able to pick it up?

I think it stops you from picking it up for a little bit of time or until both players have thrown. normally if you are first to throw you can not pick it up straight away by walking over it.
