Ahhh right I use to have this issue, just start steam as administrator every time you start up your computer.
You can set it so whenever you open Steam it starts as admin, right click steam, and go into properties then somewhere in there there should be a box that you can tick saying 'Start this program in Administrator mode', worked for me.
If you start Counter Strike from a shortcut start it as administrator mode again as explained above.
