The reason this is restricted to staff is because the full backlogs have information about everything on the server, including database passwords etc that can't be given out to every admin etc. What I could possible do though is make a plugin to store all the chat logs somewhere on the forums for past 1 month. Even then, personal information such as IP addresses shouldn't be given to all server admins (so it would be a global only feature).

Anyway, in the case of Jailbreak, i'll just modify the plugin to print "[Player Name] is heavily using the rules plugin" into admin chat if a player uses it too much (i.e. more than 5 times a minute or something) so admins can clearly see who is 'spamming' that particular plugin. This is better than adding a spam cap as sometimes its useful to spam a rule 1-3 times to get the attention of warden or anyone else who may be breaking the rule.
