Jailbreak POTM New Eligibility Rules?

Seeing as being a good warden or rebeller is purely subjective I don't see why these extra restrictions are needed. Jailbreak isn't meant to be a game mode where people try really hard to get the most kills or something, it is meant to be fun and people voting for funny people for WOTM and ROTM is just a byproduct of that.

but it's just a popularity contest. Remember that there are genuine rewards for this kind of thing and people just believe it's unfair to the people that put in the effort and are good players who don't get the recognition they deserve
