[COMBAT SURF] Vote Event System Change

I believe that FFA is not actually favoured but since it is on the first page and number 3 everyone just votes for it to get the menu off of their screens. I like the idea of making it so the same round can't be played two times in a row but I think that the vote events should work like map voting where a few random events are picked from the pool of events and you can only vote for them. This means that even if everyone just spams 1-3 then it would be a different round most times.
