I suggest that admins occasionally stop the jailbreak game for 1-2 minutes and question each CT individually for a CT/T rule etc (or just the ones people complain about.) To list 1-2 or they get swapped i saw Jailbreak Banhammer do this and swap the CT's who failed to state a rule(without doing !rules on the question day) This can be implemented and repeat offenders ct banned until they can read the rules. There is no way of cheating this system as it is controlled by an admin/staff.

This can also make people who complain about a CT freekilling/camping etc happier so they can enjoy the rest of the game. Admin/s can ask  for 2 CT rules and if the person fails to answer they can be swapped (or if the rules are too obvious staff can ask for more less obvious rules)

What we want to though is reduce the load on the Admins so they can focus on other things. Admins cant always question a CT like that. We want to maximize the playtime and have an automated or a quick system to get it done with.
