End of Round Winner Notification

Changes:
- Some server optimisation has been done. You may (but probably wont) notice a small difference.
- Fixed 3-4 bugs which may have caused 'stutter lag' or 'database lag' on the servers (in particular on combat surf).
- The Invex Console welcome message now prints out some more useful information (server name, server ip, current map, current players, and a timestamp).
- Team logos from surf are back and using our updated logo. These logos appear in various places such as server side demos, end of round winner notification etc. The logos are simply the Invex logos tinted to match the CT or T colours.
