Anything to get rid of Ct's who are abusing would be a system i would be happy with and im sure everyone else would be happy with.

Thats what we all want right? Haha. What we can do is 'Minimize' the issue we cannot completely eliminate it. It is only achievable through attempts with Trial and Error. This is where the suggestions come in since we all now know what the idea is now.
